Can i make a short cartoon on flash? any advise on creating short cartoon animations?

For my art course im doing animation and im exploring all the different types of animation and i want to create a short cartoon based on my subject of film noir..ive js got flash and was wondering if i could create a cartoon in that? using characters backgrounds etcc or if id need a different software (im pretty new to animations so i dont really no much about flash or animation software overall) if ya gt any advise pleease tell ! x
